The project outcomes have the characteristics of compatibility and complementarity. So we should choose the index related to the civil-military integration and technological innovation in the evaluation process of the project investment. A multi-objectives decision-making method was proposed based on the theory of multi-objectives decision-making and fuzzy mathematics by considering the randomness and fuzziness of technological innovation project in civil-military integration. The advantage of this method is to modify the limitations and deviation of traditional method in the rational consistency and the principle of transmission. This method also is simple in calculation and more likely to be transformed into software system.
