Abstract
Natural gas emergency and war mobilization subject is divided into the expropriating subject and the expropriated subject, and their rights and obligations in compensation process are defined, respectively. The fair compensation principle is suitable for current situation, the specific compensation procedures are determined, the compensation time which combines before-compensation and after-compensation is given, and the direct and indirect losses are partitioned. On this basis, the expropriated subjects are classified into two kinds of compensation objects, which are the state-owned enterprises and the non-state-owned enterprises, and then the calculation methods of compensation and the compensation methods are analyzed. A compensation mode of taking cash compensation as the principal way combines with other indirect compensation ways.
