abstract = "The choice of trip mode depends on travel cost. The travel cost is crucial for travel demand management. With traffic problems such as traffic congestion emerging, the component and calculation of travel cost becomes more complex. The purpose of this study is to develop a model to estimate the travel cost of private cars in metropolitan areas with consideration to traffic congestion. We use Beijing as a case study to calculate the changed cost due to traffic congestion. The results indicate that when there is no congestion, the average travel cost of a private car is 7.42 ¥/vehkm and the proportion of external cost is about one-third. However, when the speed of road reduces to 25km/h and traffic congestion appears, the average travel cost is 11.86 ¥/vehkm, and the proportion of external cost is nearly half.",
