N2 - With the rapid maturity of blockchain technology, its applications have extended to multiple domains, such as Internet of Things, intelligent manufacturing, and digital identity. However, the control over the digital identities of any entity on the internet actually resides in the hands of third parties, leading to significant issues of availability and security across the entire internet. Distributed identity, which does not rely on central identity providers, combined with identity aggregation technology, can achieve autonomous control and security of identities. Due to the fact that each blockchain is an independent and vertically closed system, there is a limitation in the exchange of value and data between blockchains, greatly hindering the application and development of all aspects of blockchain technology. In this paper, we propose a committee consensus protocol based on a relay chain that enables information exchange between chains. We also present a minimal-scale committee consensus protocol.
