N2 - A lot of data are used to analyze and compare the features of government functions of Brazil, Russia, India and China (BRIC) in the national innovation system from the perspective of policy and existing problem. The findings show that, on one hand, the coordination of government policy of BRIC plays a key role in establishing national innovation system and evolving national innovation capacity. However, at the same time, the innovation policies of the BRIC are growingly converging and gradually getting close to the best international practice; on the other hand, the innovation system of BRIC lack of some embeddedness, and an efficient national innovation system can be established only the innovation policy is considered from the perspective of specific economic and social conditions and overall development.
