abstract = "Successful and efficient petroleum mobilization is vital to our national security and government emergency capability. Based on China{\textquoteright}s actual conditions and that of the petro industry, together with the model of petroleum mobilization, the paper provides a game model of petroleum mobilization subjects suited to China. Thus, the paper sets up a system dynamic emulate model on the game between governments and oil industry. In addition, the paper deals with the dynamic stability of the game model and determines its critical stability. The present model can only guarantee a short period of efficient mobilization. Above all, the paper provides a series of proposals benefiting to both optimizing petroleum mobilization process and raising petroleum mobilization efficiency.",
