Abstract
A novel joint rate control algorithm with low computational cost is proposed in this paper. Firstly, the channel bandwidth for each user is allocated according to average channel bandwidth and channel bandwidth weight. The average channel bandwidth is calculated based on active user amount in a cell, and the channel bandwidth weight is adjusted periodically according to relative encoding complexity. Secondly, considering the features of video sequence used in video communication, the relative encoding complexity of each video sequence is measured by average PSNR Ratio of encoded frames. Thirdly, a parameter update scheme is proposed to deal with call initiation/termination in video communication. Experimental results show proposed algorithm achieves more uniform video quality than equal channel bandwidth allocation strategy with a lower computational cost. Proposed algorithm is a capable solution for joint rate control problem in video communication.
