abstract = "Firm's safety management capability is the core business of firm's safety management. Aiming to the deficiency of existing safety management evaluating method, this paper establishes a kind of new evaluating method which utilizes {"}unsafe{"} factor - accident causation to evaluate {"}safety{"} factor. Take the safety knowledge as the core factor and divide it into four types, at the same part the firm's safety management capability into two layers. Then the evaluating method must comprises two layers of index, which use the entropy weight evaluating model and GA-BP evaluating model respectively. In order to verify the evaluating method, this paper establishes 29 groups accident case of industry firm to simulate 29 firms' real situation. Bottom evaluating index - accident causation data come from frequency statistical analysis of accident causation in the accident cases. Firm's safety management capability can be embodied with this method objectively.",
