Scalable coding with image quality enhancement in motion regions for video monitoring system

Abstract

Considering the characteristics of video monitoring system, a hybrid spatial layered-fine granular scalable (FGS) coding approach (SL-FGS) is proposed. The experiments reveal that the presented scalable coding approach has similar or better PSNR performance than the spatial layered schemes, and makes the image quality of motion regions topper than other regions.
