Research on the evaluation method technological innovation ability based on patent analysis

    Abstract

    The evaluation method of technological innovation ability was proposed based on patent analysis to analyze competitive factors for technological innovation microscopically. Innovation ability was divided into several categories, such as resource input ability, R&D ability, innovation output ability and output implement ability of innovation. All quantitative evaluation index system was designed to evaluate technological innovation ability according to ability type by mining patent data. The detail evaluation method, steps and various methods of determining weight factors were designed based on the above index system. An empirically comprehensive evaluation illustrations an organizations engaged in optical communication technology in China are shown. The proposed method overcomes the restrictions of traditional method, in which indexes were acquired and measured difficultly, selects the implicit, objective, quantitative information in patent data, with advantages of easy access to data, rapid response, objective analysis, etc.
