RBF modeling of affecting factors of safety management capability for coal mine

    Abstract

    A RBF model of safety management capability of coal mine was established to deal with the deficiency of effective measure of safety management in coal mines. The reason of coal mine incidents were divided into four types of "unsafe behavior of personals", "unsafe state of equipment", "unsafe condition of environment", "unsafe condition of rule", and so on. 24 incident reasons were selected, with 97 specific indicators established to design the coding table of standardizing incident reasons. 320 incident cases from 2001 to 2006 in Shandong Province were taken as the samples to search the key factors, and then 12 key factors were selected to build RBF model of safety management capability of coal mine. At last the RBF model was tested with 50 incident cases. The results showed that RBF model can be used to identify the weakness of safety management of coal mine, so as to improve the effectiveness of safety management of coal mine.
