Norm-based negotiation and coordination in E-government systems

    Abstract

    The challenges faced in the development of e-government systems in small and medium cities (SMCs) in China are discussed as: A huge number of systems to be developed, the interoperability among them and the complexity of the governmental affairs to be dealt. Dealing with people's livelihood and civil issues is the main task for e-government systems. Negotiation and coordination are of vital importance in the problem-solving processes. The networked structure of SMCs is illustrated and a norm-based negotiation and coordination approach is proposed. Norms in a system are the rule of conduct and guide the behavior of the individuals and organizations in a given range of context. A set of well defined norms may significantly reduce the solution searching space and provide a relatively clear road map to a mutual beneficial resolution of negotiation and coordination. The procedure of the approach is illustrated and a norm-based negotiation and coordination center (NBNCC) is suggested to set up in each e-government system. A norm-based multi- Agent negotiation support system is also proposed and a framework of the multi- Agent system is presented.
