    Abstract

    A new index, viz. that of science and technology human resources agglomeration, which combines the quality and quantity characteristics, is dedicated to demonstrate the agglomeration level more accurately. And with the analysis of area science and technology creativity factors, a regional knowledge production model is built up based on the agglomeration index. Regional agglomeration effect of technological manpower can be measured more on financial investment. After the data of 2006 being analyzed, the science and technology human resource regional agglomeration effect is explored. And the data analysis for 2006 indicates that central cities of Beijing, Shanghai and Tianjin enjoy overwhelming advantages with respect to per capita knowledge innovation capability.
