    Abstract

Chinese firm's safety management capability is discussed aiming at current status. A kind of new evaluating method is established which utilizes unsafe factor to evaluate safe factor with statistical data of accidents cases. The evaluating method comprises two layers of index, and two kinds of evaluating model is selected at the same time, which is entropy weight evaluating model and back propagation neural network with genetic algorithms (GA-BP) evaluating model. The fundamental concept discussed is safety knowledge, latent safety management, and realistic safety management capability. Five types of firms are analyzed as the cases, which are oil industry, chemical industry, machine industry, coal mining industry, weapon industry. Results indicate that proportional balance of safety knowledge will bring great effect on firm's safety management capability, and the ways of keeping safety knowledge balance will be different in different firms.
