Abstract

Based on the analysis of emergency resource dispatching process characteristics, the emergency resource optimized dispatch model for multiple disaster places under one way maximum transport-capacity constraint condition is set up, and the model arithmetic is achieved correspondingly, under the condition of the shortest emergency rescue action start time and the least emergency rescue stations involved. The transport quantity of emergency resource is translated into the one way maximum transport-capacity constraint condition of emergency rescue station in the model, and the emergency resource conflict among multiple disaster places during the emergency resource dispatch process is discussed, and then, the solution is obtained based on the one way maximum transport-capacity constraint condition. According to the analysis of numerical simulation case, the emergency resource optimized dispatch scheme under one way maximum transport-capacity constraint condition is attained, and the reasonability of model and the validity of arithmetic are proved at the same time. The emergency resource dispatch model under one way maximum transport-capacity and multiple disaster places constraint conditions is much closer to actual instance. Furthermore, the emergency resource optimized dispatch scheme achieved from the model is much more scientific and directive.
