Abstract
To resolve the fairness problem in bandwidth allocation of layered video multicast, an appropriate model is made and the state transfer of sessions in receivers based on adaptive fairness regulars are shown by a finite-state machine. Some formulas are made to calculate the important parameters. The change of bandwidth is translated to the weight of sessions dynamically so as to simplify the model.
