Abstract

[ Purpose / Significance] In order to solve the problems of privacy leakage and unclear rights and responsi⁃ bilities faced by government data sharing in public health emergencies, the concept of blockchain is introduced into the re⁃ search category of public health emergencies government data sharing, in order to improve the government data open system and sharing mechanism, to strengthen the two-way force of government guidance and data opening in public health emer⁃ gencies. [ Method / Process ] Based on the analysis of the current dilemma of data sharing, technologies including blockchain's asymmetric encryption, smart contracts, consensus mechanism, decentralization were integated and public health emergencies government data open sharing model was built from three aspects: data storage layer, data collaboration layer and data application layer, and the operating mechanism of the model was discussed. [ Result / Conclusion] The blockchain-based data sharing model has the advantages of strengthening privacy protection, breaking through data barri⁃ ers, clarifying data rights and responsibilities, and shortening the response time of data transmission. It can effectively op⁃ timize the open sharing process of government data for public health emergencies, and improve epidemic prevention and control and emergency management level.
