Outstanding professor and vice president of Beijing Institute of Technology. Academician of the German National Academy of Engineering and foreign academician of the Russian Academy of Engineering. Changjiang Scholar Distinguished Professor ( 2008), National Science Fund for Distinguished Young Scholars ( 2004), National high-level leading talent ( 2017),  Academic leader of the "Energy Economy and Climate Policy" Innovative Research Group of the National Natural Science Foundation of China ( 2015), National Innovation and Entrepreneurship Award (2020). Director of the Center for Energy and Environmental Policy Research at Beijing Institute of Technology and director of the Beijing Key Laboratory of Energy Economics and Environmental Management. The founding chairman of the Energy Economy and Management Research Branch of Chinese Society of Optimization, Overall Planning and Economic Mathematics, etc. Invited to serve as the editor-in-chief, deputy editor-in-chief, editorial board member or international advisor for more than 10 international journals, and serving as the Coordinating Lead Author for the Energy System of Working Group III of the Intergovernmental Panel on Climate Change (IPCC) the Sixth Assessment Report .

Research Fields: resource and environmental policies and management, complex systems and complexity.
In the aspect of complex system analysis and modeling, multi-objective integration techniques and soft computing methods have been applied to the research on resource and environmental management, enriching the theories and methods of complex system analysis and modeling in practice. 
In the aspect of disaster risk management, in view of the characteristics of the disaster complex system, a systematic theory for flood disaster risk assessment has been established, and research on new methods for rapid flood disaster assessment has been carried out.
 In the aspect of energy policy analysis, by adopting the theories and methods of modern management science, several models and supporting technologies for energy policy analysis have been established, and research on relevant important issues has been conducted.

In 1989, graduated from Kunming Institute of Technology (now Kunming University of Science and Technology) with a bachelor's degree in mining engineering.
In 1992, graduated from Kunming Institute of Technology with a master's degree in mining engineering.
In 1996, graduated from the Department of Mining and Mineral Processing of University of Science and Technology Beijing with a doctorate degree.

In 2000, served as the deputy director of the Institute of Policy and Management, Chinese Academy of Sciences.
In 2008, served as the dean of the School of Management and Economics at Beijing Institute of Technology.
In 2009, served as the director of the Center for Energy and Environmental Policy Research at Beijing Institute of Technology.
In September 2019, served as a member of the Standing Committee of the Party Committee and vice president of Beijing Institute of Technology.
In June 2023, elected as a foreign academician of the Russian Academy of Engineering, and in October of the same year, elected as an academician of the German National Academy of Engineering.

Engaged in the research and teaching work of energy and environmental systems engineering and carbon emission reduction project management, and having carried out innovative research work and made contributions in the fields of energy and environmental complex systems, carbon neutrality systems engineering, and global climate policy assessment. 
Presided over more than 50 important scientific research tasks, including major projects of the National Natural Science Foundation of China, projects of the National Key R&D Program, projects of the Innovative Research Groups of the National Natural Science Foundation of China, major international cooperation projects of the National Natural Science Foundation of China, 973 Project, projects of the National Science and Technology Support Program, key projects of the National Natural Science Foundation of China, and the EU FP7. 
Authored more than 20 books and published over 200 academic papers in international mainstream journals, including 4 Nature sub-journals. More than 200 papers have been included in SCI/SSCI. The papers have been cited more than ten thousand times in total, and more than 30 papers have been selected as "Highly Cited Papers" by ESI. Since 2014, having been continuously selected as a "Highly Cited Chinese Scholar"; since 2018, having been continuously selected as a global highly cited scientist. 
The research achievements have won 14 awards, including the Natural Science Award of the Ministry of Education, the Science and Technology Progress Award of the Ministry of Education, and the Natural Science Award of Beijing Municipality, among which 7 are first prizes. Having submitted several policy consultation reports to the Central Committee and the State Council, which have received attention.
The research achievements have had a great impact on both the academic community and government departments.
Having been selected into the "Hundred Talents Program" of the Chinese Academy of Sciences (in 2005), won the China Youth Science and Technology Award (in 2001), been awarded the title of "National Outstanding Postdoctoral Fellow" on the 20th anniversary of the postdoctoral system (in 2005), been among the "First Batch of National Candidates of the New Century Million and Ten Million Talents Project" (in 2005), received the Special Government Allowance of the State Council (in 2004), and been named a "National Outstanding Science and Technology Worker" (in 2012).
Attaching great importance to talent cultivation, the postgraduate courses "Industrial Engineering and Management" and "Management System Engineering" have been successively rated as excellent courses by the Graduate School of the Chinese Academy of Sciences. Having won honorary titles such as the Outstanding Teacher of Beijing Municipality and the Outstanding Postgraduate Supervisor of the Chinese Academy of Sciences. Having also won awards such as the First Prize of the National Educational Teaching Achievements and the Second Prize of the National Excellent Teaching Materials.
