N2 - This paper develops OTF standard telescopes for the need of setting the optical measurement standard. A series of high precision techniques of optical design, manufacture and measurement are adopted during the development. Some key techniques about the design principles and methods of OTF standard telescopes, measurements of optical structure parameters, calculations and measurements of MTF and uncertainty evaluation of MTF are summarized. In the end, the main performances of standard telescopes are introduced. The measurement results proved that their MTF expanded uncertainties reached 0.03 on axis, 0.06 off axis.
