Abstract
Driven by the strategic goal of“carbon emission peak and carbon neutrality”, energy consumption right, as a market-based trading product with integrated energy consumption as the target, can effectively improve energy consumption efficiency. At present, the energy consumption right trading is still at a preliminary stage in the electric power industry. Considering the increasing proportion of electric power consumption and the low efficiency of electric consumption, it is of great significance to further promote the energy consumption right trading in the electric power industry to realize the clean and efficient transition of energy consumption. The challenges and key issues for the promotion of energy consumption right trading are summarized from the perspective of electric power, and corresponding suggestions and prospects are put forward. The definition of energy consumption right is briefly introduced, and the mechanisms of energy consumption right trading for pilot provinces in China are systematically sorted out. Besides, the models of energy consumption right are summarized, and the significance of promoting energy consumption right trading in the electric power system is pointed out. Moreover, several challenges and key issues to be studied urgently in the process of promoting energy consumption right trading of the electric power industry in the current situation are analyzed from three aspects: allocation, transaction, and settlement. On this basis, suggestions and research prospects of energy consumption right trading are proposed to provide experience for promoting energy consumption right trading in the electric power industry.
