The fuzzy comprehensive evaluation of the civil-military technology transfer effects

Integration and transfer of civil-military technology is one of important ways of economic growth transformation, and is a cornerstone of the development mode of civil-military integration. In order to provide a theoretical basis for Chinese government to formulate the policies of promoting civil-military technology transfer, the scientific and objective evaluation of the transfer effects was made. Based on the evaluation index selection principle of military and civilian technology transfer, a military-civilian technology transfer effect evaluation index system was established, and then the evaluation index was sure through the principal component analysis. Based on AHP, the weight of indicators was set at all levels. Finally, a comprehensive evaluation of China's military and civilian technology transfer was made by use of fuzzy evaluation method. The evaluation results show that, in general, the effect of China's current military and civilian technology transfer is ideal; "the impact of civil-military technology transfer on economic aspects and national security" is better, and the experts believe that these effects is ideal ; and it is hoped to improve its effectiveness in social benefit and environmental protection.
