Study on the evaluation criteria and method for the conversion of civil technology to military use

Five evaluation criteria were put forward for the conversation of civil technology to military use, namely the Hi-tech character for both civil and military use, development potential after conversion, conversion profit, conversion risk and industrialization prospects of conversion, on the basis of which an evaluation criteria system of conversion of civil technology to military use was built. The index weights were calculated with modified AHP and fuzzy evaluation. The synthetical evaluation was presented by the method of fuzzy number taxis to filtrate available technologies. The improved method was applied in technology selection practice and the order preference of technologies was attained, and the ideal technology was ascertained.
