What we can learn from the dilemma of defense industry in Japan

    Abstract

    The defense industry of Japan has developed for several decades and achieved some improvements. But the crises have also emerged in recent years: 1) Budget crisis is a main problem resulting in seceding the private enterprises from the defense industry; 2) The structural problem of government procurement brings the high cost and generates corruption; 3) The closed system hinders the defense industry to share the fruits of globalization. Because the way of independent research and development for civil-military in tegration in China is similar to that in Japan. The dilemma of Japan national defense industry can be used as a reference.
