Abstract
It has been one of the great challenges for economic development of China that how to save energy and reduce pollutant emission, in order to improve economic quality. We would estimate the Chinese energy efficiency with the constraint of economic growth, energy conservation and emission reduction, and reveal the influence factors of Chinese total energy efficiency, in the aspect of external operating environment and industrial internal factors, combing four-stage DEA method and directional distance function. Then the feasible way to improve the energy efficiency of China would be discussed. The empirical results suggested that industrial structure, degree of economic opening, infrastructure, technology, management, scale improve 1%, then the regional total factors energy efficiency would improve -0.060%, 0.0179%, 0.0136%, 0.46795, 0.3972%, 0.4350%, respectively. During 2003-2010, the regional total factor energy efficiency dropped from 0.8391 to 0.8202 mainly because the industrial internal efficiency decreased. But the decreasing of internal efficiency was due to the reduction of internal scale efficiency. Therefore, adjusting industrial scale and improving scale efficiency were great problems to improve the regional energy efficiency for current China. Studying the energy efficiency in the aspect of external operating environment and internal factors, was helpful for distinguishing influence factors' effect on energy efficiency.
