Abstract

In order to promote regional synergistic governance of haze pollution, this paper constructs a three-side evolutionary game model which includes a superior government and two local governments. Meanwhile, the evolutionary routines as well as stability strategy states of the game system are analyzed. As an embodiment of the innovation and originality of this paper, the heterogeneity of the game subjects and their influences on the game system are fully studied. The results show that the supervision and punishment of the superior government are necessary measures to form a stable synergistic governance model between heterogeneous local governments. In addition, it is an important guarantee for the effective implementation supervision to increase the reputation loss of the superior government's inaction. The conclusions of this paper are expected to provide some references for the government to formulate environmental policies.
