    Abstract

An object-oriented information systems planning method is proposed. The systems planning process is divided into several stages, including the recognition of organizational goal, the capture of organizational behaviors and objects, the selection of subsystems and the decision of development order of the subsystems. Association matrix between behavior and object is defined and subsystems are derived based on data clustering. The evaluation index of subsystem priority is established and priority of subsystems is calculated by the analytic hierarchy process method.
