Abstract

For the problems of the difficulty in quantifying qualitative indexes in project evaluation and the failure of consistency test caused by too many indexes in AHP, a comprehensive evaluation model based on the group chain fuzzy comprehensive evaluation method is presented. Firstly, the evaluation index system is established and the group chain structure weight method is adopted to calculate the weights of all indicators. Then, the multi-hierarchy fuzzy evaluation method is used to make a quantitative fuzzy comprehensive evaluation so as to integrate the qualitative judgment of all the experts. Finally, the group chain fuzzy comprehensive method is used to evaluate one key science and technology project which is the satellite automatic tracking system project, and the feasibility of the method is shown by this case.
