    Abstract

In order to identify different determinates in different economic development periods, a group of variables are analyzed in this paper over two decades. These variables are named as sensitive determinants because they show sensitivity in each different stage. These two time periods are: 1991-1998 and 2000-2008. A same group of independent variables have been analyzed for these two periods and a generic algorithm approach are applied as a classification tool in terms of finding out the most significant determinants in different decades. By analyzing top ten significant determinants in two time periods, some sensitive determinants have been found because they appear in one group's result only. And some stable determinants have been found also and these variables show significant influences in both groups. The result suggests that since some determinants sensitize to time periods and the rest stay the same, government should vary her policies in different development stages in order to accomplish demands of sensitive determinants.
