双循环新发展格局下的中国科技创新战略

Innovation is the driver and accelerator to drive the high-quality development of economy and the transformation and upgrading of enterprises. At present, it is in a great unseen change situation in a century. Facing the new world economic pattern and the new situation of international relations in the post epidemic era, we should systematically clarify the outstanding problems faced by the current scientific and technological innovation system, and establish new technological innovation strategy based on the background of the new era, the new economic situation and the new problems and challenges, which is of great significance. Especially in the context of "dual circulation", how to systematically reverse and solve the problem of high dependence on core technology and "Bottleneck" of key core technology caused by excessive attention to external circulation is of great significance. Based on the medium and long-term strategic background of the current "dual circulation" new development pattern, this paper explores the prominent problems faced by the scientific and technological innovation system under the background of "dual circulation" from the perspectives of innovation policy system, regional innovation system and enterprise innovation mode, and holds the point that the innovation leading system under the "dual circulation" needs to be realized based on the new innovation strategy of "opening thinking based on bottom line and comprehensive indigenous innovation" leading, and based on the three leading paths of holistic innovation led by the new pattern of the whole nation system, the future industry and the world-class firms, China will become a strong country in science and technology innovation in the world.
